Embracing values? The question of Finnish membership of the Council of Europe as a case of political value deliberation in European integration, 1987-1989
    in Journal of European Integration History , vol. 22, n. 1 ,  2016 ,  125-140
The process of applying for membership of an international organization entails embracing certain set of values the organisation is known to promote, especially as regards European integration. This study – based on a critical and qualitative examination of a variety of primary sources – focuses on the case of Finland joining the Council of Europe in 1989, which featured different levels of value discussion between 1987 and 1989. The Council of Europe had a strong definition of key political values such as democracy and freedom, and this understanding clashed with the Finnish political landscape more accustomed to balancing between he values of the Western and Eastern blocs. As a result, the discussions reflected the contemporary political context as well as featuring the more long-term neutral foreign policy alignment. The values of the Council were mainly embraced but a more pro-Soviet policy manifest in a form of a pan-European approach influenced the Finnish political stance.
