    Between the end of the XVIII century and the beginning of the XIX century it seemed that various factors were concurring in bringing to an end the secular dialectical relation that had established itself between the Basque foral regime and the Spanish monarchy. In this context Mariano Luis de Urquijo played a decisive role, allowing the foral institutions to stand the many attacks they suffered in those years. Full text available online download
