    La spiga più alta: l'idea di Europa di Guy Verhofstadt

    This article aims to point out the position of Guy Verhofstadt, former Belgian Prime Minister, within the debate on the European Constitution in the new Millennium. From September 2000 to November 2003 he elaborated a vision of Europe that influenced the Laeken process and the Constitutional Treaty towards a political Union. After the crisis of 2005 he suggested an alternative scenario, based on a “core Europe” – The United States of Europe – whose members would share a federal structure and a political commitment in the age of globalisation and multipolarism. The method and the contents of Verhofstadt’s project are described by mixing elements coming from federalism and functionalism. As a result, his idea of Europe is quite different from the traditional ways of conceiving the political integration.
