    Popularism as a political party and a political theory aimed at developing democracy and fighting against totalitarianism in the Twenties and Thirties. Between Catholics and laymen, Europe and the USA, Sturzo shows an origi-nal approach. In this framework, the article focuses on two questions of Ital-ian constitutional history: governance and the modernization of Italy after Unification. In 1902, Sturzo as a Christian democrat devised an original project of governing from the Centre. Three topics are specifically developed as Sturzo‟s original contribution: the political party, from the foundation of the Italian Popular Party as the first democratic mass party in Italy in 1919 to the proposal for the regulation of the parties in 1958; local and regional autonomies for rebuilding the State; the denunciation of State interven-tionism and partitocracy. Liberty, people, Catholicism and democracy are the items of a coherent perspective.
