    The article analyzes the proposal to institutionalize an International Constitutional Court, de-veloped by the African Union Heads of State Summit and introduced to the General Assembly of the United Nations. The initiative is based on two very important elements for the future of constitutionalism: the recognition of a human right to democracy as a right for participation and social inclusion; the judicial review on the basis of international standards and constitutional changes within the States. In this perspective, the existence of an International Constitutional Court should also avoid the interference of any State in the domestic affairs of another State, justified by abstract democratic values.
