    EU Negotiating and Voting under the Amended cites Convention

    The European Union is on the point of becoming a full member of the Convention on International Trade in Endangered Species (CITES Convention). This Convention is a so-called mixed agreement: the competence to protect endangered species of fauna and flora is shared between the eu and its 28 Member States. This article discusses, how the right to negotiate and vote is shared between the eu and the Member States, in particular in the light of the jurisprudence of the eu Court of Justice. The principle of sincere cooperation and the necessity for the eu to speak with one voice during international negotiations play a particularly important role in this regard.
