    La planta local tras la Ley de Racionalizacion y Sostenibilidad de la Administracion Local: esperando a Godot

    The Spanish Act 27/2013 on the rationalisation and sustainability of Local Government does not address all aspects of the Local Government and concentrates merely on budgetary adjustments that undermine the existing system of local government. Act 27/2013 will no restructure the level of municipal resources but will try to rationalise the use of services. The main questions related to the management of existing municipal deficiencies will be passed to the Provincial Councils. Beside, the Act contains measures to promote the voluntary and symbolic unification of municipalities, as well as, attempts to reduce the political and legal significance of smaller local entities. Furthermore the competence framework of municipal association will be reduced. Once more, the restructuring of the municipalities has not been addressed and supra-municipal solutions have to solve municipal deficiencies.
