    There is a link between the quality of democracy and decentralization. In Spain, there is a close link between the democratic quality and cultural, as well as functional decentralization. The right to autonomy (Article 2 Spanish Constitution) is the constitutional basis of the decentralization process. Nevertheless, some nationalities have chosen to manage and implement this constitutional right towards an ideal identity and not as a collective right. Through the formal right to autonomy, these nationalities do not exercise the right to autonomy materials (according to constitutional premises) but a substantive right to cultural self-determination of peoples, whose ultimate logic is secession.
