    The essay starts with the current political and institutional crisis in Spain and it focuses on a concrete issue to improve democracy: the inclusion of citizens and social organizations in parliamentary functions, particularly in the legislative sphere. National and regional autonomous legal systems establish the popular legislative initiative, while some standing orders of the Autonomous Assemblies have established hearings with the intention to promote a direct conversation between parliamentary institution and citizens. However, up to date these figures have not been fully implemented. Finally the essay proposes some legal reforms in order to foster its development.
