    El control de la subsidiariedad por los parlamentos regionales: recomendaciones para una estrategia europea

    The Treaty of Lisbon set up the Early Warning System (EWS), which enables national Parliaments to scrutinise EU draft legislative proposals in the light of the principle of subsidiarity. It has had a manifest impact on regional Parliaments with legislative powers. Two years after the establishment of the EWS, this article assesses its functioning, analysing the institutions and Parliaments' roles in its implementation, as well as its level of political and legal relevancy as of today. It concludes with some recommendations for elaborating a European strategy that would enable regional Parliaments to use in a more effective and selective way their scarce resources for an efficient control over the principle of subsidiarity in the early phase of the legislative procedure.
