    This paper provides a brief assessment of the Spanish autonomous State in its first thirty years of existence. In the allocation function, although the empirical evidence identifies efficiency gains as a result of decentralization, it also detects several shortcomings, for whose solution more coordination and cooperation between administrations, more information and greater visibility into the allocation of revenue and expenditure responsibilities are needed. As for the redistribution function, it seems clear that is no longer the exclusive responsibility of central level, and that the central policy can be reinforced or weakened by the intervention of the autonomous communities. Finally, regional fiscal policy has effects on stabilization function, which justifies the implementation of strict fiscal rules to coordinate the public finances of all governments.
