    The Spanish elections of December 20, 2015 have been followed by a long period of a caretaker government, which will continue be in place even after the dissolution of the parliament and the call for new elections by the King. No candidate has obtained the confidence of the Congress within the time frame established by the Constitution. The article analyzes this new situation especially with regard to the question if a Parliament without a Government can exercise legislative powers, by taking into consideration legislative projects which may expire if the parliament is dissolved or if these project do not coincide with the programme of the incoming government.
