    Between Emancipation and Defence: The Failure of the Commission’s Attempt to Concert a Common European Immigration Policy

    In the early 1970s labour immigration to Western Europe reached its peak. Facing enormous social problems, both the European Commission and the nation states realised that an effective solution to migration problems could only be found in cooperation and exchange. The article describes the Commission’s efforts to establish itself as an actor in the realm of immigration politics by concerting national immigration policies. Arguing that the states did not want to transfer their sovereignty in this field this article analyses how they took their own steps for concerted action and let the Commission’s efforts fail.
