    The author argues that in federal and regional systems it is useful to establish a political and legislative connection between central government and local selfgovernment. He first examines this issue from a comparative perspective, and then gives an overview of the Italian legal system. The author argues in favour of an amendment of the Italian Constitution aimed at turning the Senate into a Chamber representing local self-government.
